Dear National Park Service Grant Recipients,
By now you have likely received information from the National Park Service about our upcoming transition to a new business system called the Financial and Business Management System, or FBMS. This change is being mandated by the Department of the Interior. As a result of this conversion, grantees will no longer be paid through the Department of Health and Human Services Payment Management System (PMS, or what used to be known as Smartlink), or through the NPS Accounting Operations Center. The new payment system will be the Automated Standard Application for Payments (ASAP). You should have received an email containing forms allowing you to register with ASAP. If not, I’ve attached the forms and information here.
The move to the ASAP payment system will occur in mid-November 2012. I encourage you to register with ASAP now, rather than waiting until later in the Fall.
If you have been using the Department of Health and Human Services PMS/Smartlink system, you will be able to continue to use this system to draw grant payments until September 27, 2012. From September 28 to October 24, all grantees will need to request payment by sending an SF 270 Request for Advance or Reimbursement form to your NPS grants manager. You may send this form to your NPS grants manager via mail, fax, or email (scanned signed copy). Payments will then be issued directly from the National Park Service.
From October 25, 2012, until ASAP is up and running in mid-November, NPS will be moving all financial data into the new system and no grant payments will be made.
